In 2019, TLBP began the process of pursuing a strategic plan for the organization, which was completed in July 2020. Vision 2023 provides a clear path forward for TLBP. The organization’s leadership, advisory board, and community, civic and institutional stakeholders have all collaborated to identify a bold vision for Toluca Lake — a vibrant community with a strong local character. To work toward that future, TLBP created this innovative, strategic and tactical plan.
Vision 2023 provides an assessment of current assets, needs and opportunities in Toluca Lake. It also establishes a strategic framework to guide actions for TLBP over the next three to five years. It articulates the organization’s mission and core values, and presents a series of goals and strategies for accomplishing those goals. Vision 2023 builds upon extensive community, civic and stakeholder input, while considering TLBP’s past success and potential for the future success.
Ultimately, all of our efforts go toward building an authentic community, promoting strong partnerships, creating shared opportunities and cultivating a bright future together.

Riverside Drive Streetscape Planning, Phase 3 Update
Phase 3 of streetscape planning on Riverside Drive will focus on design elements with comprehensive input from the community. The process will conclude with a defined design scope and project for all four blocks (Sancola to Clybourn), making it eligible for grants and private funding.
Toluca Lake District Clock Update
TLBP is working diligently on the implementation of the Toluca Lake Village clock streetscape project — the transformation of a portion of the parkway into a community gathering space and district identifier for the Village. TLBP has submitted all engineering plans, calculations and specifications to the City of Los Angeles, as requested as part of the permitting process, and is awaiting final comments. Once a permit has been obtained, the work will commence, targeting the fourth quarter of 2020.
